Rock Island County's plan, the Rock Island 2022 Hazard Mitigation Plan, expires January 13, 2027 in FEMA's plan-status data, with no update recorded as in progress on October 3, 2026. This chapter drafts the hazard-profile section of the update from 720 storm reports for the county, every one traceable to a NOAA event ID.

Each profile answers FEMA's questions for hazard identification: what it is, where, how bad (extent), what has happened, and how likely it is to happen again.

Tornado

Description
A violently rotating column of air in contact with the ground, rated after the fact on the Fujita scale (through January 2007) or the Enhanced Fujita scale, EF0 to EF5, by the damage it leaves.
Location
Countywide; tornado reports name 14 communities, most often Illinois City, Edgington and Taylor Ridge.
Extent
The strongest on record is the F3 of March 13, 1990 (1 injury). Tornadoes rated F2/EF2 or stronger touched down on 3 separate days.
Previous occurrences
31 tornadoes on 22 days from 1981 to 2025. The busiest day was June 3, 2025, with 4. Weather Service survey, June 3, 2025: "This longer lived EF1 tornado, with maximum winds of 100 mph, tracked from southwest of Coyne Center into the southern Quad Cities metro area ending near the Avenue of the Cities in Moline. This tornado did heavy tree damage near and in a mobile home park in Coyne Center, …"
Probability
At least one tornado in 11 of 30 years (37%) from 1996 to 2025.
Recorded losses
0 deaths, 15 injuries, $5.8M in property damage as entered by the Weather Service (11 of 31 reports carry a dollar figure).

Severe thunderstorm wind

Description
Straight-line winds from thunderstorms, including downbursts, measured or estimated at 58 mph (50 knots) or more.
Location
Countywide; reports name 28 communities, most often Quad City, Moline and Port Byron.
Extent
The highest gust on record is 93 knots (107 mph), measured near Quad City on March 12, 2006. 43 reports reached 65 knots (75 mph) or more.
Previous occurrences
244 reports on 139 days since 1980. March 12, 2006: "Measured gust from KMLI ASOS that was confirmed by FAA backup equipment. A Hampton Inn under construction on the northeast side of the airport was demolished and a nearby interstate highway sign was blown over.NWS survey concluded a …"
Probability
Reports in 27 of 30 years (90%) from 1996 to 2025; about 3.5 damaging-wind days a year.
Recorded losses
0 deaths, 7 injuries, $1.4M in property damage as entered by the Weather Service (39 of 244 reports carry a dollar figure).

Hail

Description
Ice stones from thunderstorm updrafts; reported at 3/4 inch and larger in this record.
Location
Countywide; reports name 30 communities, most often Moline, Coal Vly and Rock Is.
Extent
Largest: 3 inches near Illinois City on June 8, 2018. 6 reports of 2 inches or more.
Previous occurrences
128 reports on 71 days since 1980.
Probability
Reports in 27 of 30 years (90%) from 1996 to 2025.
Recorded losses
0 deaths, 0 injuries, $562K in property damage as entered by the Weather Service (7 of 128 reports carry a dollar figure).

Flooding (river, flash and heavy rain)

Description
River flooding, and flash flooding when heavy rain overwhelms streets, ditches and small streams.
Location
Countywide; reports name 23 communities, most often Rock Is, Illinois City and Moline.
Extent
The deadliest flood on record was April 3, 1999 (1 death). The costliest entry is May 21, 2003, at $1.0M in property damage.
Previous occurrences
134 flood, flash-flood and heavy-rain reports since 1997. June 17, 2026: "Law Enforcement reported that 77th St West was closed due to flooding. The time of the report was estimated based on radar."
Probability
Reports in 24 of 30 years (80%) from 1996 to 2025.
Recorded losses
2 deaths, 0 injuries, $4.2M in property damage as entered by the Weather Service (25 of 134 reports carry a dollar figure).

Winter storms and ice

Description
Heavy snow, blizzards, ice storms, sleet and lesser winter weather, recorded by forecast zone rather than by point.
Location
Countywide (forecast-zone records).
Extent
Ice storms on 9 occasions. Zone records rarely give snow or ice totals; the full plan adds station data.
Previous occurrences
154 zone events from 1996 to 2026: 63 winter storm, 61 winter weather, 15 heavy snow, 9 ice storm, 5 blizzard, 1 sleet.
Probability
Events in 30 of 30 years (100%) from 1996 to 2025.
Recorded losses
1 death, 21 injuries, $6K in property damage as entered by the Weather Service (2 of 154 reports carry a dollar figure).

Lightning

Description
Cloud-to-ground strikes that injure people, start fires or damage property. Only damaging strikes are recorded.
Location
Countywide; reports name 4 communities, most often Moline, Rock Is and Milan.
Extent
2 deaths and 1 injury on record.
Previous occurrences
8 damaging strikes since 1996.
Probability
Damaging strikes in 6 of 30 years (20%) from 1996 to 2025.
Recorded losses
2 deaths, 1 injury, $64K in property damage as entered by the Weather Service (5 of 8 reports carry a dollar figure).

High wind (not from thunderstorms)

Description
Strong winds from large storm systems rather than thunderstorms, recorded by forecast zone.
Location
Countywide (forecast-zone records).
Extent
Highest: 54 knots (62 mph).
Previous occurrences
17 zone events since 1996.
Probability
Events in 13 of 30 years (43%) from 1996 to 2025.
Recorded losses
0 deaths, 1 injury, $267K in property damage as entered by the Weather Service (3 of 17 reports carry a dollar figure).
